The Korea Institute of Public Administration (KIPA) has chosen Rwanda as the first among African countries to empower the skills of its public servants due to good leadership and governance.
The officials revealed this during the meeting at Rwanda’s Ministry of Public Service and Labour (MIFOTRA) on September 2, 2013 in Kigali.
Dr. Eun Jae Lee, President of KIPA, during her visit tour in Rwanda, on 26th February 2013, said that Rwanda is the first African country to partner with KIPA.
“We chose Rwanda due to its good leadership and governance. KIPA would like to do Rwanda a Model Case”, said Dr. Lee.
He is optimistic that ensuring that the partnership between Korea Institute of Public Administration and Rwanda Management Institute will empower the skills of Rwanda Civil Servants.
The aim of this visit is sharing experiences in the areas of Public Administration between Rwanda and South Korea.
The official’s discussions focused on E-learning project through the partnership between KIPA and Rwanda Management Institute (RMI).
“We are focusing on Human Resource skills as well as Technical skills”, said Hon. Minister Anastase MUREKEZI, Minister of Public Service and Labour while briefing KIPA Delegation about Rwanda Public Service Management.
Hon. Murekezi recommended the delegation to visit MIFOTRA Integrated Personnel Payroll Information System, Ministry of Local Government (MINALOC) teleconference project and Rwanda 5 year skills program in order to draft an action plan for e-learning project implementation.
27th February 2013 at RIAM Murambi Campus, in Muhanga District, Southern Province, a Memorandum of Understanding was signed between the MIFOTRA, RIAM and KIPA, to foster cooperation in the areas of public administration.
KIPA is a government-sponsored research institute in South Korea, established in October 1991. It researches not just on current issues of public administration but historical ones as well.
The KIPA’s mission is to systematically research all matters related to the development of an overall administrative system and the improvement of administrative operation in social and human sciences.
It also to collects and manages information and data related to administration and aims to contribute to national administrative development by promoting an exchange of information among domestic and overseas research institutes.
